The Particulars of its organization, functions and duties:-
The Directorate of Land Requisition Acquisition & Reforms, Assam was established in 1968 to look after matters relating to Land Requisition Acquisition and Reforms; primarily on implementation of Assam Fixation of Ceiling on Land Holdings Act, 1956(as amended), Assam State Acquisition of Land belonging to Religious or Charitable Institutions of Public Nature Act, 1959, The Assam Gramdan Act, 1961, Assam Bhoodan Act, 1965, Assam (Temporarily Settled Areas ) Tenancy Act, 1971, Land Policy, 1989, Assam Land and Revenue Regulation, 1886.
FUNCTION (Land Reform Works):-
- Implementation of MNP Rural House Site Scheme & preparation of yearly Budget proposal for MNP Rural House Site Scheme- TSP, SCSP & General areas.
- Matters related to monitoring/evaluating & disposal of Individual Land Ceiling Cases, Tea-Garden Land Ceiling Cases, calculation/verification of Compensation Statement and final verification of Ceiling Cases under Assam Fixation of Ceiling on Land Holdings Act, 1956 (as amended).
- Matters related to Assam State Acquisition of Land belonging to Religious & Charitable Institution of Public Nature, 1959, Zamindaris Act,1951, Assam Tenancy Act, 1971.
- Matters related to Gramdan & Bhoodan under Assam Gramdan Act, 1961, Assam Bhoodan Act, 1965.
- Compilation of cumulative / year wise Progress Report on distribution of Ceiling Surplus Land under 20 Point Programme (District wise) as per the prescribed Format showing the area distributed so far and number of beneficiaries(SC/ST& Others).
- Compilation of statement (District Wise) in prescribed Format showing number of beneficiaries (rural landless agricultural workers) who got allotment of land under MNP Rural House Site Scheme and Total No. of Patta issued to beneficiaries who got homestead land up to the year 2009-10 and actually utilized the allotted land properly by means continuous possession of more than 3 years.
- Compilation of Statement (District Wise) in prescribed Format showing latest status of Encroachment of Govt. Khas Land/ acquired Ceiling surplus land by Tea- Garden Authorities. Action taken Report has been obtained from the DCs on regular intervals.
- Compilation of Statement (District Wise) in prescribed Format showing pending Tea- Garden Land Ceiling Cases/ number of pending TLC cases both in Districts of Assam and Govt. Level. Report has been obtained from the DCs on regular intervals.
- District Wise Status Report as per prescribed Format on Conferment of Ownership Right upon Agricultural Tenants as per section 22 & 23 of Assam Tenancy (Temporarily Settled Areas) Act, 1971 District-Wise Status Report as per prescribed Format on allotment and settlement of Land to small Tea-Growers.
- Compilation of Statement showing size of Land Holdings in respect of SC (Farmer Family) for submission to the National Commission for SC.
- Matters related to preparation of Result Framework Document.
- Retention of LR Staff of Compensation Officer in Karimgang, Dhubri, Cachar etc.
- Possession Certificate, Compensation Statement & Utilization Certificate regarding acquired Ceiling Surplus Land to be sought from all DCs.
- Compilation of Statement showing number of Tea-Gardens (District-Wise) with details regarding total area acquired as Ceiling Surplus and Encroachment of Ceiling Surplus Land by Tea-Gardens in prescribed Format.
Duties:-
- Monitoring/ Evaluating of various Land Reforms Measures undertaken by District Authorities to implement various Land Reforms Act & Rules viz, Assam Fixation Of Ceiling On Land Holdings Act, 1956(as amended), Land Policy,1989, Assam (Temporarily Settled Areas ) Tenancy Act, 1971, Assam Land and Revenue Regulation, 1886, etc.
- To provide up to date information to the Govt. (in Revenue deptt.) regarding distribution of Ceiling Surplus Land, pending Tea Garden Ceiling Cases, Issuance of Patta to beneficiaries under MNP Scheme & 20-Point Programme, Conferment of Ownership Right upon Occupancy Tenant under Assam (Temporarily Settled Areas ) Tenancy Act, 1971.
- To provide up to date information to the Govt. (in Revenue deptt.) regarding distribution of Ceiling Surplus Land, pending Tea Garden Ceiling Cases, Issuance of Patta to beneficiaries under MNP Scheme & 20-Point Programme, Conferment of Ownership Right upon Occupancy Tenant under Assam (Temporarily Settled Areas ) Tenancy Act, 1971.
- To maintain a fair, transparent, citizen centric and efficient Land Revenue Administration.
- To provide speedy implementation of Land Reforms measures.
Powers and duties of its Officers and Employees:-
- Inspection on regular intervals on the implementation of Land Reforms Act, Land Reforms scheme and measure s as well as Land requisition and acquisition works of DC,s and S.D.O. Office is the entrusted function of this Directorate. Further , the DLRAR & Addl.DLRAR can submit report to the Govt. with view and suggestions for proper implementation and progress of the works .Enquiries on the allegations against any D.C.s & S.D.O.s and Circle Officers are also conducted by the DLRAR as and when entrusted by the Govt. from time to time.
- Monitoring and implementation of Plan scheme on preparation of tenants record of rights, strengthening of Land record agencies for implement of Land reforms measures allotment of house sites for landless agricultural workers in rural areas, implementation of ceiling laws and reorganization of administrative machinery also have been undertaken by this Directorate time to time and submit regular report to Govt.
- The work allotment / duties made among the stuff for proper administration of the Directorate and for smooth functioning of the Office/speedy disposal of matters of the Office. Supervision & monitoring of all the works of all office assistants by the superintendent. Superintendent properly guidance to all the staff to solved all the office works and various compilation statement in prescribed format for update regularly through computerization in order to monitor the progress made by the District Authority in respect of Land Reforms measures and for onward submission to the Govt.(In Revenue Department).
- Office Procedures are maintained as per Office Procedure Manual, 1981. Maintenance of log books and file movement register are kept under close scrutiny. Distribution of Office works separately to the Officers and the Staff is made for efficient and smooth workflow which is essential for fast disposal of official works and delivery of citizen centric services.
